Welcome to the Mirrorbound Council discussion post for the month of March! This is the space to discuss IC concerns from your characters that can be brought to Parliament by members of the Mirrorbound Council. Here are some quick facts!
• Membership in the Mirrorbound Council is open, so if your character is the type to get involved, you're more than welcome to sign up here.
• More information on the Council's history, current members, and motions can be found here.
• Each motion must be cosigned by 3 Council members.
• Each council member can only cosign 1 motion per month.
• As a result, there may be months where not all motions can be raised. In that case, motions will be brought to Parliament in the order of greatest IC support to least IC support.
• To suggest an IC motion, please post to the most appropriate heading below. Make sure to list the name of the character who would suggest it so they get credit!
• To support an IC motion, comment to the motion with either "+1" or some other indication of your character's support. There's no limit on how many motions each character can support, so be sure to check the whole post!
• All characters can suggest and support motions ICly — not just Council members! Consider this post an OOC representation of an open-forum style discussion open to all Mirrorbound. The goal is to get as many people involved as possible, both ICly and OOCly, so don't hesitate to chime in!
• The deadline to submit motions is March 15th. After submissions close, Council members will attach their names to motions and submit them to the mod team by March 25th.

Motion description: The Entertainment District has nearly all but one thing, and that is working theaters. Currently, that is because theater itself is considered illegal by Aefenglom's books. And that's something I'd like to look at changing.
In the past, there was one instance in which Mirrorbound put together on their own (albeit illegal) production of an opera, using the political upheaval to fly under the radar prior to our first departure to Dorchacht.
As a cultural exchange, I think seeing the theater legalized and utilized by both Aefenglom and the Mirrorbound alike would be a wonderful way to take a step towards coming together as two separate peoples in the same community.

Motion description: Edelgard would like to establish some sort of trade office that assists Mirrorbound and Refugees with trade. It's been noted in some responses to mod questions that there are unscrupulous merchants that would happily use Mirrorbound's lack of knowledge of laws/etc to cheat them out of money. Noted here!
Such an office would be intended to assist in matters of trade/investment/finance and act as a go-between/provide legal aid for entrepreneurs.

Sponsoring the Arts
Motion description:
-With the aid of some fellow Mirrorbound, Andersen presents a motion for a government-backed arts sponsorship.
-His primary argument is that investing in the arts will bring great cultural and financial returns for backers. Aefenglom's renown as a cultural center could be boosted, and that in turn will draw more artists (and possibly tourists) to the city.
-Both Mirrorbound and natives can form a board where they decide on who the money should go to. This collaboration can help encourage the exchange of ideas between the two communities and foster a unique art scene in Aefenglom. And who doesn't want that??

Motion description: With the ongoing influx of Mirrorbound, refugees from Dorchact and the Cwyld, and the standard disparities of wealth that exist in any great city, it's becoming clear that Aefenglom is not currently set up to support a significant increase in population, especially of those with little to no means of supporting themselves. Carving out a sector of the Aristocratic District to form the Haven has been a temporary fix, but has ultimately caused a great deal of disquiet and even violence.
In order to alleviate these problems in the future, I propose a system of integrated housing on a sliding scale of affordability. For example, the first two months might be free; the next six at quarter- or half-cost, rising to full cost rent after this leniency period is up. These homes should be in a variety of styles and sizes and integrated into a variety of neighborhoods. The ultimate goal of these homes is threefold: to encourage refugee and Mirrorbound presence throughout the city, not just in the Haven and Aristocratic District, thereby lessening the burden of their presence on any one district; to support refugees and Mirrorbound in the process of getting settled during a stressful and disorienting time; and to increase Mirrorbound and refugee visibility throughout the city.
Should any neighborhoods put up resistance to this proposition, it ought to be easy to find ways to sweeten the deal by identifying the neighborhood's needs and seeking to meet them. For example, if a certain neighborhood is struggling with low traffic in its shops, Parliament might agree to host a popular element of a festival in that neighborhood in exchange for their participation in the housing program.

Motion description: The Witches of Aefenglom have the Coven, and the civilians have the City Guard, however the Mirrorbound and Refugee populations who reside within the Bright Wall have no dedicated protection of their own.
In the wake of the anti-Monster activity of Octeuril, and the vile acts which the Rathmores committed against the Mirrorbound and Refugees both, it is imperative that the Mirrorbound be able to effectively organize not only to defend one another in times of need, but the Refugee community as well.
I propose the sanctioned creation of a Mirrorbound Patrol, adjacent to and affiliated with both the Coven and the City Guard. With defense first and foremost in mind, the Patrol will serve as a security detail with regular, established routes through the Haven and Refugee districts alike. Moreover, with enough support, I envision a day where the Mirrorbound and Refugees may freely be able to call on the Patrol for aid, regardless of circumstance. Those who ask for help should never go without it.
Many are those among the Mirrorbound who can hold a sword, who can wield magic, and wish to contribute in ways which hold meaning, and not only to the benefit of their comrades, but to a City Guard already stretched too thin over a growing populace. To the sheltering arms of the Coven which has already offered us so much generosity and tutelage. Overdue, is the time to repay them both.
Now, we must rise to protect ourselves and one another so we may flourish alongside Aefenglom, and let all know that we are strong enough to be considered allies.

Brainstorming for some sort of trade protection for mirrorbound
Based on this answer on the FAQ, it seems like there's the possibility of locals trying to cheat less savvy mirrorbound that attempt to engage in trade.
It's not something I think that would be terribly "active" but something for the background that Edelgard would bring to meetings as a thought would be forming some sort of trade protection office or society or guidelines/laws to protect mirrorbound from merchants that are interested in cheating them.
I was initially thinking some "trade office" for reviewing agreements and the like, but I would love to put ideas together and see what others think?

he's interested in starting a sponsorship fund for outstanding artists and he would very much like other artists to help decide who'll be the ones to get the money. so if your character's the artsy type... or the sort to get hassled by andersen's persistent campaigning... he'll likely contact them and ask for their help in drafting this motion up. he's bad at politics! help a manlet out!

salieri's political experience mostly stems from his service in the royal monarchy of emperor joseph- but he was also known for his own activism towards the dwindling art scene at the time, even if it was more musically inclined! that being said, andersen could absolutely reach out to salieri for support. he has a knack for schmoozing and being a good public figure!!

Is the intent here that prior to submitting motions we can support anything our character would, but when motions get submitted, we have to decide which three officially sign their names to it and then those names can't be on any other submitted motion for that month?

Ideas on education, Wilders, and green things
-Public education. This could be implemented to the Mirrorbound and the Public- it could even be made into a trade school where various skills could be taught so people could be better workers, and not just unskilled laborers. There may also be an emphisis on knowing various rights, as well as math and reading, if they don't know this already.
-Investment in Wilders and other Expedition groups. Not only are the mirrorbound risking themselves when they're going out there, they're doing it on behalf of the cities. Technically, they have no say in the manner. At least this way they can have better equipment, more training, and a better chance of survival.
-Starting a three group system, possibly with the Wilders or their own group. One set of group trains, recruits, and rests; the second group plans and gathers supplies; the third is out in the field and setting up teleportation pads when possible.
-Assistance for farming. This could also mean expansion. Because if the farms are wiped out, some of the population is completely boned.
-Creation of at least one public park and or communal garden. Just a way to ensure that everyone has access to nutrients, as well as enjoying a green space.
