MARCH MIRRORBOUND COUNCIL POST

Welcome to the Mirrorbound Council discussion post for the month of March! This is the space to discuss IC concerns from your characters that can be brought to Parliament by members of the Mirrorbound Council. Here are some quick facts!
• Membership in the Mirrorbound Council is open, so if your character is the type to get involved, you're more than welcome to sign up here.
• More information on the Council's history, current members, and motions can be found here.
• Each motion must be cosigned by 3 Council members.
• Each council member can only cosign 1 motion per month.
• As a result, there may be months where not all motions can be raised. In that case, motions will be brought to Parliament in the order of greatest IC support to least IC support.
• To suggest an IC motion, please post to the most appropriate heading below. Make sure to list the name of the character who would suggest it so they get credit!
• To support an IC motion, comment to the motion with either "+1" or some other indication of your character's support. There's no limit on how many motions each character can support, so be sure to check the whole post!
• All characters can suggest and support motions ICly — not just Council members! Consider this post an OOC representation of an open-forum style discussion open to all Mirrorbound. The goal is to get as many people involved as possible, both ICly and OOCly, so don't hesitate to chime in!
• The deadline to submit motions is March 15th. After submissions close, Council members will attach their names to motions and submit them to the mod team by March 25th.

His reasoning is that a city in which such sentiments fester will not be so ready to grant more power than they already have with the creation of the seats in Parliament and the creation of the Council. He believes proposing this now, so early on will come across as greedy for more recompense than what has already been given. (Not that there is really a way for anyone to truly offer compensation to the Mirrorbound or refugees.) It could be misconstrued as entitlement, which would likely only insult and alienate them further if not put those vulnerable into even more vulnerable positions.
This is a motion that should be kept in mind and through the development of rapport and gathering of favors be pushed through when the timing is right. For now, their attentions are better focused on smaller tasks to develop further independence and motions, building relationships within Parliament. Create and build equal footing instead.
In short, Ozymandias will not interfere with this motion proceeding because it's not an idea he's inherently opposed to, but it won't have his overt support right now. He thinks more steps need to be done and more in-roads with Parliament need to be laid before jumping to that.

Waiting on this motion, Asura believes, is not a possibility due to the strong likelihood of recurring violence against the Mirrorbound and Refugees from individuals who fear outsiders. Both communities can no longer afford to simply be reactionary in the wake of multiple threats stemming from both within Aefenglom and from the extremists who still remain in Dorchacht.
One provisional clause might be to have the Patrol report to a City Guard official for a probationary period. Another, might be as simple as having all Mirrorbound who wish to serve on the Patrol publicly take an oath to uphold and defend all laws of Aefenglom for the duration of their service.
(TL;DR I’d love further discussion on this matter. Summarizing it here is fine, if you’re game!)

He will also be candid about the fact that having eyes and ears in the Guard might be a good idea in terms of keeping a finger on the pulse of general anti-Mirrorbound unrest. He will express his concern that no action has yet been taken to ensure there are no repeats of the "crazy Mirrorbound kidnapping conspirator in a high position of power in the literal police" situation.

Taking oaths specifically to aid all of Aefenglom may also go a ways toward reducing that impression.

Ozy would be more willing to support a motion that seeks to include Mirrorbound on existing structures for now. More independent power structures can be developed after once trust has been established.

Exceedingly and extremely off the record, Asura will note that he was one of the Mirrorbound who worked alongside the Lead Investigator of the Guard's crime division in Deceuer. He, along with others, aided in undercover operations to weed out members of the Guard who were bankrolled by the nobility in secret. These Guard members looked the other way, taking no action when anti-Mirrorbound and anti-Refugee sentiments surged city-wide.
Largely, he remains unconvinced that all those guilty of taking bribes were discovered. A fair number of them may yet remain within the Guard's ranks, and this knowledge compounded with the fact that another like Godfrey Rathmore could easily worm their way into the Guard as well leaves a bad taste in Asura's mouth.
But then, trust has to start somewhere, and he agrees that the Mirrorbound have to be the first to show it. In this vein, having Mirrorbound stand among the Guard is a good move, so long as they are aware of the risk they face by doing so. There is a wealth of shared information which could stem from such a partnership, as well.
However, it does not serve to protect the Mirrorbound and Refugee communities if the Guard's objectives should differ on any given day, and this remains Asura's primary focus. A Patrol which walks the streets of the Haven and the Refugee district at night to let others know that they are safe is far from a divisive fissure between the two groups and the rest of the population. Or so he believes.

He doesn't find it unrealistic to assume that corruption still exists within the Guard. It is wise to be mindful of that and to use the presence of Mirrorbound among them to monitor that corruption as well as not wholly rely upon the Guard for protection for that very reason. Thus, it is motivated by wisdom to place the Mirrorbound in such close quarters with the Guard and to be prepared to make the decision of when to act more independently than the rank and file to protect Mirrorbound interests and deal with the consequences later.
However, a Patrol so solely focused on the Mirrorbound and refugee districts is one that seems more motivated by fear and paranoia than wisdom. It also runs entirely counter to another motion that Giorno is proposing regarding housing (which Ozymandias is so greatly in favor of, it's almost like he wrote it himself) wherein the Mirrorbound and refugees can integrate more fully into the city by not limiting themselves to specific neighborhoods or districts. Further segregation and cloistering like that is what will likely leave them far more vulnerable in the future as it makes them easier targets whereas more even distribution will make it far more difficult for those who would act against them.
Never mind that it is not just the Mirrorbound and Refugees who experience discrimination in the city. They may take a great deal of it, but they cannot neglect the anti-Monster sentiments that still (likely) lingers about.
This motion would only gain Ozymandias' support that the Patrol is amended to cover the entirety of the city and that its objectives are not presented as being so blatantly in favor of the Mirrorbound and refugees. Otherwise, he shall remain a neutral party and wait for a more appropriate time to put his support in for such a thing.

It seems as though everyone is ICly on a similar page, even if not the same page. There are some differences of opinion regarding execution of the overarching idea of getting Mirrorbound involved in law enforcement. To sum it up briefly, I think there are the following options for a motion:
A. Asura's original suggestion: a Mirrorbound Patrol, parallel to but not answerable to the City Guard or Coven.
B. The modified suggestion: Mirrorbound officers integrated throughout the City Guard.
C. Combo platter: a motion containing stipulations for both of the above.
D. Tabling the motion for the month and coming back to it at a later date.
What would everyone prefer to do with this motion? I'd like to make a decision by 3/18 end of day EST so we can divvy up motion assignments
