Perhaps I am bit more partial to the style. It's more reminiscent of what I'm familiar with than what I've found many other people to be wearing from where they've hailed from as of late. [Of course, the clothes he's mostly familiar with are more modern, but many witches and wizards also wore cloaks and more dated outfits.]

Handsome could be warranted... These are clothes in men's style. It's also less often I hear that, which makes it seem all the more a good compliment.
