August Mirrorbound Council Post

Welcome to the Mirrorbound Council discussion post for the month of August! This is the space to discuss IC concerns from your characters that can be brought to Parliament by members of the Mirrorbound Council. Here are some quick facts!
• Membership in the Mirrorbound Council is open, so if your character is the type to get involved, you're more than welcome to sign up here.
• More information on the Council's history, current members, and motions can be found here.
• Each motion must be cosigned by 3 Council members.
• Each council member can only cosign 1 motion per month.
• As a result, there may be months where not all motions can be raised. In that case, motions will be brought to Parliament in the order of greatest IC support to least IC support.
• To suggest an IC motion, please post to the most appropriate heading below. Make sure to list the name of the character who would suggest it so they get credit!
• To support an IC motion, comment to the motion with either "+1" or some other indication of your character's support. There's no limit on how many motions each character can support, so be sure to check the whole post!
• All characters can suggest and support motions ICly — not just Council members! Consider this post an OOC representation of an open-forum style discussion open to all Mirrorbound. The goal is to get as many people involved as possible, both ICly and OOCly, so don't hesitate to chime in!
• The deadline to submit motions is August 15th. After submissions close, Council members will attach their names to motions and submit them to the mod team by August 25th.

Community Garden + Council Gathering
That being said, I know there's been a lot of conversation about the Council having a get-together with just the Council. From what I've seen, it seems there's mostly an interest in a semi-formal/informal dinner & drinks situation where there's the opportunity to talk a little shop, but also develop some less business-oriented relationships with other members. (If there are other ideas or desires, or I missed something, please let me know!) I have seen some suggest that there be a portion for that included with the garden post. So, I'm opening up the floor to discussion on it if anyone has any particularly strong feelings about it.
Personally, I would rather see this mingle be geared towards the game at large and keep it a little more focused in that regard. I do love the idea of the community garden serving as a location though and would be so down for that. In the event that it is made a separate post, while definitely willing and able to contribute ideas to that post, I would probably prefer if someone else took the reins in writing it up as writing two mingle posts even with help in one month might do me in. If it is included in the garden mingle, I may need additional help writing though depending on how complex/elaborate an idea we have for this.
Let me know your preferences and I can create some space for it in the mingle or we can figure out who can take the lead in writing something up before or after the garden mingle.

Plus it's less work overall. Two open logs is a bit much for such a thing, when there's a good opportunity to just make it all at once.

In a way, it could also serve two purposes at once because it could help alleviate the crowding for the natives and perhaps also provide more housing for Mirrorbound since that continues to be an issue to varying degrees. But if success can be found there, then it might be something that could start creating leverage to fixing up the Outer City, which is really Ozy's overall goal. Curious as to what others' thoughts are!
Charity? Infrastructure?
But Papyrus is concerned with questions like, if these children are working so many hours at the factory that paid overtime is a question, when are they going to school?? And the answer is apparently, never! The factory owners are also the orphanage owners, and have snapped up these children as... well... He hates to compare them to the enforced labor they saw in Dorchacht. But what else can he compare it to! If the children refuse to work, are the factory owners going to put them in time out, or... out on the street?? He's worried it's the latter. And with the factory owners keeping these children from getting any education other than on-the-job training, well, they're not going to have many opportunities growing up.
So the turnbone's looking to the Council for help in figuring out, what can the Mirrorbound and the city's government do to help, here? The factories should really be focusing on employing adults so the kids can learn a little before working full time jobs, but the factory owners don't want to since their definitely-not-slave labor is cheap... And it's hard to argue with wanting good prices. It's not like he can go to Nessie and ask for help helping them, because look how little organized aid the city gives the people stuck outside its walls.
But there's got to be a way they could fund a couple teachers to visit the factories, bribing the child workers to sit for classes by offering better meals than the factories and orphanages have... and some way to convince the factory owners to like it, or at least put up with it. Papyrus just isn't made out of the kind of cunes to do it all himself.

So two primary hurdles that I think there might be with convincing Parliament boils really all down to money. If funding could be figured out as part of a charitable source, one that doesn't rely upon the city's budget to sustain, there's probably a greater possibility of success. The other issue of money comes up with what you mentioned about factory owners having to release the children from their jobs to actually get that education. It's likely that the factory owners probably have some sway/influence over Parliament given their influence on the local economy. This may mean compromising and not having the education be full-time or setting a minimum level of education expectations that are a bit lower than hoped for. That is not ideal, obviously, but if it passes with a lower metric/time commitment, then there's the possibility of expanding that further as time goes on.
Ozy also does have somewhat of a connection on the education front. So, he would probably mention Ursula as someone to consult for networking purposes since she basically built a school from the ground up for refugee children from Dorchacht. I'd have to check in with her player about it, but I would think that could potentially provide some networking to find sympathetic teachers willing to go to the factories as you described and get some community-based support!
