As a naga there's very little he can do to look inconspicuous. The tail can't be hidden or made to look like legs without any sort of spell and he doesn't care enough to bother with that. All it will mostly likely mean is that people will end up stepping on his invisible serpentine half.
He sees L and is relieved to be able to approach someone familiar. If this was their own world he'd think that the two of them together would be a creepy enough site to ward off most people. Not so much here.
