February Mirrorbound Council Post

Welcome to the Mirrorbound Council discussion post for the month of February! This is the space to discuss IC concerns from your characters that can be brought to Parliament by members of the Mirrorbound Council. Here are some quick facts!

• Membership in the Mirrorbound Council is open, so if your character is the type to get involved, you're more than welcome to sign up here.
• More information on the Council's history, current members, and motions can be found here.
• Each motion must be cosigned by 3 Council members.
• Each council member can only cosign 1 motion per month.
• As a result, there may be months where not all motions can be raised. In that case, motions will be brought to Parliament in the order of greatest IC support to least IC support.
• To suggest an IC motion, please post to the most appropriate heading below. Make sure to list the name of the character who would suggest it so they get credit!
• To support an IC motion, comment to the motion with either "+1" or some other indication of your character's support. There's no limit on how many motions each character can support, so be sure to check the whole post!
• All characters can suggest and support motions ICly — not just Council members! Consider this post an OOC representation of an open-forum style discussion open to all Mirrorbound. The goal is to get as many people involved as possible, both ICly and OOCly, so don't hesitate to chime in!
• The deadline to submit motions is February 15th. After submissions close, Council members will attach their names to motions and submit them to the mod team by February 25th.
• All OOC ideas and suggestions are welcome as well, so please hit us up!

OCTOBER

Spawning from a discussion about improvements to the living conditions within the city, for the Outer City, there was a large discussion about the limitations and barriers to effectively addressing the needs of that part of the population. Some of this was purely ooc and player obtained information, but some of the discussion is a bit handwavey communication between characters. Those involved so far (in addition to the a-Pharaoh-mentioned character at the top of this) were Jin Guangyao, Leslie, Near, and Heralia. It is a lot to summarize briefly, so it is encouraged to read the thread for more details, but to provide the broad strokes: some ideas were generated about potential quests to improve relations between the Mirrorbound and the Outer City; there was a brief discussion about how to continue making in-roads with Parliament for both the Outer City and Residential District, including some less than savory ways (i.e. stabbing with plausible deniability) involved; it was confirmed that Parliament functions primarily on nepotism; and there were some ideas kicked around about how to actually provide more protection to the Outer City. Although only brought up briefly before most were distracted by talking about what to do for the Outer City, Jin Guangyao did bring up the idea of developing more improved relations with the Underground, primarily through the Monster Mirrorbound. Top-comment here is what is most relevant.

JANUARY

Initially brought up in August, Ozymandias speculated that improvements within the city may open the door to making improvements to the Outer City. He began making preparations for this motion with Edelgard and saw it brought to the Parliament floor with Leslie (the Council's littlest and newest member!) and Myr. We are still awaiting the verdict for this motion, but I will be certain to update folks once we hear back!

Myr, inspired by Momo's post to the network, has begun thinking about how to better serve the Monster population of Aefenglom. Although there is a natural focus on the Mirrorbound, this may have a more widespread application to those who have been orphaned and do not have their parents to guide them through. Given all the things that can happen while one is adjusting to and experiencing changes related to being a Monster. Most may be feeling a little at a loss, confused, or scared. Motion description: wow this JUST struck me after some discussions about interest in the mirrors in chat, god i hope this checks out as a viable thing, im doin my BEST... If MTT has ever submitted motions before, his suggestion has been something too stupid to consider. ("Build a statue of me on every street corner;" "everything needs more glitter.") This time, MTT will only put forth a motion at the end of February, past the 20^th, and he looks worse for wear, like he's recovering from a bad infection of the Cwyld.

Many months ago, a dragon named Créia showed up to answer what she could of Mirrorbound inquiries. This is, perhaps, a twofold for possible research topics. (Feel free to separate these items as two separate motions if it's easier!)

The first: learn more about Créia's kin, Uisce and Aer, and try to track them down. Créia requested it, besides. Wouldn't it do to discover more about these dragons and what wisdom they possess about this world, including the Court? Créia herself was overtaken by Cwyld, but they may have answers about it that could help with overcoming it. The most they know right now is that Aer is in the north, and Uisce is a wanderer.

With the recent cult activity, maybe this could lead to some answers about the Cwyld. This might be a bit more of an et cetera suggestion given that it could extend beyond research and into uhh expedition nonsense, and I'm not even sure if this really fits in as something Parliament can handle, but here it is regardless.

The second (and the one he seems more interested in): MTT insists that his Bonded asked Créia about the Mirrorbound and their role or their ties here, and even a dragon like her didn't know anything about it save for the fact that "the land" must have called them. Is there any research that could be done into the nature of the Looking-Glass House, the Mirrorbound, and whatever brings them here, keeps them here, and sends them home? (Mikasa just returned home recently, after all; maybe that's what spurred him into action.) Could there be no funds allocated toward looking into this phenomenon rather than just passing it off an an unknowable mystery? Maybe studying their dreams could help...

In short: This is the hope to learn more about the nature of Mirrorbound and the Looking-Glass House to answer that question the FAQ says the Coven can't yet answer. How they got here, why they came here in the first place, or even why some of them come as Witches or Monsters. And perhaps if there's any way to control whether they can remain here, or return home.

Ah man, these both seem like such good ideas! I do agree that it would make sense to split these bad boys up since they seem to be related but still a bit different from one another. Not sure what others think or what your preference would be.

For the first one, I think that might go more under the Wilders' (or the Coven's?) jurisdiction at least in the beginning. Based on what you're describing, I'm kinda envisioning that working with whichever group is most appropriate, that would lead to an identification of resources needed. At that point, I could then see where the City budget could come into play for that. It might be a good idea to pitch it past the mods to see what they think around that though as I'm really not certain. I would like to hear from others what their thoughts are though. I absolutely love this idea though and think it fits in very well for some IC exploration of the world!

As for the second, I definitely think this could fall into Parliament's wheelhouse as it stands. Whether Parliament agrees or not is sometimes a completely different matter! I could see them definitely wanting to maybe kick that back onto the Coven. So, this could definitely have an interesting outcome! 👀 Ozy would definitely be willing to support it.

I think separating them would probably be best especially given the reasons you provided.

Re: Créia's kin, I kinda imagined it like that, yeah! Figuring out what resources would need to be funded for on an IC level. On an OOC level, I suppose this would be a pitch toward a greater effort toward exploration of northern Geardagas to start (where Aer is). Then on an IC level, it would mean more exploration and another chapter of learning about the setting/the Cwyld/the Courts/dragons. But I agree that this would be more in the Wilder's wheelhouse, yeah. If they had the city's support, it could mean greater support and success.

Re: Mirrorbound, this is definitely what MTT would be more interested in too, and it's come up sometimes in chat! I think a lot of characters (and players) would be interested for sure. Fingers crossed that Parliament wants to look into it too... I'm perhaps unaware of this bit, but does Parliament and the Coven operate completely independently? I imagined that Parliament could fund certain researching endeavors while relying on the Coven's resources, but I can see that not being the case.

It's my understanding that Parliament and the Coven are pretty independent of one another. I believe Parliament is comprised essentially of human NPCs that had either limited talent or interest in magic, and instead studied law rather than going to the Coven to train. (Other members of the family would, however, go to train! These aristocratic Witch families have a finger in everything at the end of the day.) So, I think there is this long-standing notion of staying in their own lane with Parliament managing the city's law and budget while the Coven concerns themselves with magical affairs. There's stuff that the Coven get touchy about them interfering with, and if I'm recalling correctly, there have been times where the Coven yielded to Parliament to avoid stepping on their toes.

So, I think it's overall a positive relationship between the two, but there's occasional bruising of egos or condescension depending on the subject. They just end up trying to stay out of each other's hair from the looks of it.

Okay, gotcha! So there's a distinct possibility that a motion like the Mirrorbound research one might be rejected by Parliament because they might consider it more under the Coven's jurisdiction, but it's possible they'll accept it, if I'm understanding correctly.

I'd be interested in posting... although personally, judging by level of activity, I would think maybe use existing text but bimonthly? Or a more permanent post that people can track and then little reminders each month. Some sort of format that works a bit better with game activity! If someone else is keener to take up posting though, I don't mind that either!

Help: This is something Myr's been talking up to people all along albeit in a casual way. Given the events of this month he hasn't been able to do much focused promotion of the idea, but he has suggested that it benefits everyone to understand the whys and hows of the Mirrorbound. Especially after last year's bizarre mirror eruption that flooded the city!
Hindrance: Other than being involved in the cult hullabaloo about as much as every other Mirrorbound, he hasn't done anything that would be tremendously offensive to parliament.
Anything else? It's a real bad month for politics 8|

Help: Guangyao has been pretty dedicated to schmoozing and trying to make things as smooth as possible between the Mirrorbound Council and parliament -- so nothing specific, but generating goodwill. However...
Hindrance: He was probably seen hanging around with and being very chummy with members of the Evergreen Circle last month before that mess went down. Of course he'll insist he was mind controlled at the time, but...
Anything else? (This support offered after Myr's. Look, he's a good guy. Helping... even though frankly this is something he has little interest in and thinks Parliament will be unwilling to spend money on but look, he'll burn a little political capital to support his ~friends~, gosh, see?)

Motion supported: Funding research into the Mirrorbound
Help:

Ozymandias would mostly be focused on MPs that seem more on the fence about this issue rather than people who have already made up their mind because he would see attempting to appeal to either side to be a waste of his time and efforts. Those in agreement don't need it, and those who are in disagreement will likely never hear it. Ozymandias would try to work closely with experienced Witches in the Coven to find out more regarding where the research into the matter of the Mirrorbound stands currently, and what likely it will take to progress it further in terms of resources and manpower, and try to devise a tentative budget. Ozymandias will mostly be making the argument that understanding the origins of the Mirrorbound will allow Aefenglom to exert more control over the flow of Mirrorbound into the city (remember that mishap with the flooding of people???) and also allow Mirrorbound to decide for themselves if they wish to stay or leave.

Hindrance:

Anyone with connections to the city's bureaucratic process associated with building things has probably heard through the grapevine about Ozymandias' intentions of setting to work in building a memorial for the Mirrorbound in the Haven. Those who have somewhat given up the notion of getting that part of the Aristocratic District back and moved on, or those a little more fond of the Mirrorbound are probably not particularly bothered by this. However, those that would prefer that the Mirrorbound leave or are still sore about the upheaval their presence has had on the city probably do not feel particularly thrilled with the notion of something more permanent being created. It may also likely run counter to his arguments described above with those who are somewhat on the fence about which way to swing with their votes. If confronted with this, Ozymandias will certainly make the argument that it has nothing to do with this and is ultimately a separate issue, but even his charisma is potentially not infallible. (Just don't tell him that if that's the case. Not that he'd hear it, but I mean...)

Anything else?:

This could honestly go either way, but Ozymandias' proposed budget associated with this is going to be lower than what would likely be necessary. (Which could potentially contradict what Myr and Jin Guanyao are chatting them up about!) Part of this is because Ozymandias does not really have much faith in Parliament voting in favor of this regardless of how they feel about the Mirrorbound. Part of this, however, is also acknowledging that they have pushed for a lot of money in recent projects between the community garden and the changes to the western residential district. He knows Parliament is protective of its coffers and they are also not infinite. Thus, he'd rather get Parliament to agree to paltry sums over time (by issuing future motions) than to ask for a large amount and get nothing for a very long time.
